    WORK FLOW FOR LAW REFORM
     

    Terms of Reference

    Work on law reform begins upon instruction from the Attorney General. These instructions are translated into Terms of Reference which forms the basis of the reform. There could also be requests from Heads of Division in Attorney General’s Chambers (AGC) or Government departments.

    Research

    Research is done on the subject matter of the reform.

    Issues Paper

    An Issues Paper is prepared based on the research conducted.

    Submission of Issues Paper to Commissioner of Law Revision and Reform (CLR)

    The Issues Paper is submitted to the CLR for approval. The paper may be amended to take into account the CLR’s comments.

    Ad Hoc Committee

    Upon approval of the Issues Paper by the CLR, an ad hoc committee will be established. The establishment of an ad hoc committee is to obtain the views of interested and relevant parties and to engage stakeholders. Members will usually comprise of relevant Divisions in the AGC, relevant Government departments, Bar Council, academicians, industry players and NGO’s. The Committee will prepare a report containing its recommended reform along with the draft legislation.

    Submission of Report and Draft Legislation to CLR

    The Report and draft legislation is submitted to the CLR for approval.

    Submission of Report and Draft Legislation to Attorney General

    Once approved by CLR, the Report and draft legislation will be submitted to the Attorney General for approval.

    Public Consultation

    Depending on the subject matter of the reform, comments from the public may be sought through the AGC web site or holding of forums.
