Introduction |
The Law Revision and Law Reform Division (LRRD) of the Attorney General’s Chambers (AGC) held its annual conference (the Conference”) at the City Bayview Hotel, Langkawi from 21-24 May 2006. About 50 participants from the Headquarters, State Offices and Suruhanjaya Syarikat Malaysia attended the Conference. Y. Bhg Dato’ Idrus bin Harun, the Solicitor General (SG) officiated it.

In his opening speech, the SG praised the LRRD for its achievements thus far, namely for the completion of the reprint work on volumes 1 to 12 of the Law of Malaysia (LOM) series within the stipulated time, the collaboration of the LRRD with other Divisions of the AGC on the reform of the Law Reform (Marriage and Divorce) Act 1976, the review of the Revision of Laws Act 1968 (Act 1) and the involvement of the LRRD in organizing legal events attended by international participants as well as in the organization of non-legal events for the AGC. In his speech, SG also reiterated the need for the LRRD’s officers both at the headquarters and the state offices to continually enhance their knowledge in order to increase job productivity and efficiency.

Program |
The program of the Conference include inter alia a special session with Mr. Charles Lim, Principal Senior State Counsel, Law Reform and Revision Division (PSSC, LRRD) Attorney General’s Chambers, Singapore. Mr. Charles Lim presented a paper entitled "Practical Issues and Experience in Law Reform and Law Revision in Singapore”. Participants were enlightened on the Singapore’s experience in law reform and revision. Thereafter, participants participated in a half an hour dialogue session with Mr. Charles Lim.

Cik Nurul Husni bt. Ab. Rahman presented on the proposed amendment to the Revision of Laws Act 1968 (Act 1) and Encik Mahadhir b. Mohd. Khairuddin presented on the review of the Concession Agreement Between the Government of Malaysia and Percetakan Nasional Malaysia Berhad (PNMB).

Officers from the state offices of the LRRD also presented their work status and financial report.

At the Conference, the winner of the Best Office Competition for state offices was announced. The idea for this competition came about from the same competition held at the headquarters level. The criteria for the award include inter alia, the management of the filing system, neatness, discipline and the overall management of the office. The state office of Trengganu emerged as the winner for the year 2006. The Challenge Trophy was donated by Y. Bhg Datin Zaleha bt. Yusof. Thank you Y. Bhg Datin for your generosity.

A special session with Y. Bhg Datin Zaleha was held on 23 May 2006, where Y. Bhg Datin expressed her satisfaction with the involvement of participants at the session with Mr. Charles Lim. Y. Bhg Datin also expressed her satisfaction with the revision and reprint works of the LRRD and reiterated that in undertaking such tasks, knowledge in drafting is essential. She also stated that from the outcome of the Naziran exercise carried out throughout the state offices, a lot of improvements have been done in the core work as well in the day-to-day running of the offices. Y.Bhg Datin also took the opportunity to praise the LRRD for organizing proper and systematic programs for the attachment students.

Three Tai Chi sessions were held under the instruction of the Tai Qigong Association of Langkawi. The Tai Chi sessions set the mood of the participants for the three days conference. After the invigorating sessions, participants made a beeline for a sumptuous buffet breakfast at the Flamingo Café.

A bowling competition was held at the Ampang Bowl, Langkawi. The first three groups that managed to secure the most strikes won the competition. The Kedah state office donated prizes for the bowling competition.

The Conference ended with a dinner themed “Shanghai Nite” where Y. Bhg Datin mesmerized the diners with two songs. A karaoke competition was organized where the participants showed off their singing prowess. The competition was divided into the solo and group category.

At the dinner, a cake cutting ceremony by Y. Bhg Datin Zaleha was arranged in conjunction with her appointment as the Parliamentary Draftsman. A souvenir was presented to Y. Bhg Datin as a gesture of appreciation from the officers and staff of the LRRD.

In the Best Dressed competition, Encik Rosli b. Ahmad was crowned as the “Emperor” for the nite with Cik Junaidah bt. Mohd. Isa being the “Empress”.

The dinner ended with a prize giving ceremony for the various events held throughout the Conference.
