    Environment, Outerspace and Private International Law Unit
    Matters
    • International Unit 6 (Environment, Outer Space and Miscellaneous Matters) deals with international legal issues which is related to matters pertaining to environment, outer space, private international law and other matters which do not come under the purview of the other units in the International Affairs Division.

    • Unit 6 handles and is responsible for the following matters:
      • International laws and treaties on environment;
      • International laws and treaties on outer space;
      • International laws and treaties under the International Institute for the Unification of Private Law (UNIDROIT);
      • International laws and treaties on private international law involving family, civil and commercial matters; for example the Hague Conference on Private International Law (HCPIL), including the taking of evidence and the legalisation of foreign public documents;
      • Vetting of legal documents such as Memoranda of Understanding and bilateral and multilateral agreements on cooperation in various fields between Malaysia and other countries;
      • Study of international treaties concerning the environment, outer space, private international law and other matters and making recommendations on Malaysia’s participation;
      • Study opinions, feedbacks, comments, advice and suggestions on international issues concerning the abovementioned matters;
      • Draft relevant laws to implement Malaysia’s obligations under international treaties;
      • Review and amend domestic legislation to ensure compliance with Malaysia’s obligations at the international level;
      • Attend seminars, workshops, meetings, discussions or negotiations, at the international or regional level, or with other countries or international organisations, in particular negotiations on the proposal to develop a treaty or an international document;
      • Review or draft declarations, agreements and bilateral or multilateral international memoranda on the abovementioned matters;
      • Giving lectures on international laws concerning the environment, outer space, private international law and other international legal matters;
      • Negotiating bilateral and multilateral agreements on matters concerning the environment, outer space, private international law and other international legal matters; and
      • Preparing Memoranda to the Cabinet and this Department’s comments to such Memoranda, and Reports on Feedback to the Cabinet on international agreements, treaties, bilateral and multilateral Memoranda of Understanding, including matters concerning the environment, outer space, HCPIL conventions and other international legal matters.
